Consultancy Services for the Design of a Referral Hospital in Saint Vincent and the Grenadines

St. Vincent and the Grenadines has received financing from the World Bank towards the cost of the Regional Disaster Vulnerability Reduction Project, and intends to apply part of the proceeds for consulting services. The project is seeking to design a 125 bed acute referral hospital. The duration of the consultancy is expected to take twenty (20) months.

The objective of the proposed consultancy is to provide technical support to the Public Sector Investment Program Management Unit of Ministry of Economic Planning, Sustainable Development, Industry, Information and Labour (MOEP), Kingstown, St. Vincent and the Grenadines for the preparation and execution of detailed engineering designs, and the preparation of technical parts of bidding documents.

The MOEP now invites eligible consultants to indicate their interest in providing the services.   Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. maximum 30 pages).

Consultants may associate to enhance their qualifications. The associations should clearly indicate the form of the association (Joint-venture or sub-consultancy; member in charge; other member/s and/or sub-consultants). Joint ventures should submit letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above mentioned information for each member of the joint venture.

Firms should have (i) experience in hospital/health services design (min. 125 beds) with at least two (2) successfully completed similar assignment during the past ten (10) years; (ii) must have worked on a hospital/health service project in the Caribbean or a SIDS in the last ten (10) years; and, (iii) should also have multidisciplinary capabilities in the following areas: architecture, civil and structural engineering, electrical and mechanical engineering, quantity surveying and biomedical equipment. (CVs will not be evaluated at this point and should not be part your of EoI)

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s  Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011. The attention of interested Consultants is drawn to paragraph 1.9 setting forth the World Bank’s policy on conflict of interest.
